Officially the Warsaw climate summit is called the 19th Conference of Parties (COP19) of the United Nations Framework Convention on Climate Change . The Convention was adopted in 1992 at the "Earth Summit" in Rio de Janeiro, and in 1997 was extended by the Kyoto Protocol, which defined the specific obligations of countries to reduce greenhouse gas emissions. Validity period of the Kyoto Protocol has expired and a new contract has not been signed. In addition, the responsibilities that have made the developed countries under the Kyoto Protocol have not been met .
